As the world debates the next steps to tackle climate change, each country has specific concerns and interests that it hopes to advance at this year's United Nations (UN) Climate Summit (COP18). In these climate negotiations, only agreements that have the unanimous support of all countries can be adopted. This makes consensus-building a very challenging task. So who are the main countries and negotiating blocs participating in the COP28 conference, which starts on November 30th in Dubai, United Arab Emirates? China, the US, the EU, the African Negotiators Group, the Alliance of Small Island States, the High Goals Coalition, the Least Developed Countries Group, and the Latin American and Caribbean Independent Alliance.
